Quebec man accused of plotting ISIS attack, researching chemical weapon

Twenty-four-year-old Louay Angoud has been arrested and faces multiple terrorist-related charges.

A 24-year-old Quebec City man has been arrested after an RCMP investigation into an alleged plot to carry out an attack in the name of the Islamic State group.

Police allege Louay Angoud communicated online with members of the terrorist group and gathered information on how to make a chemical weapon capable of poisoning Canadians. The RCMP has released few details about the alleged plot, including whether Angoud obtained any chemicals or made a weapon.

Angoud is expected to appear in a Quebec City courthouse Thursday to face several charges, including participating in a terrorist activity, using or possessing property for terrorist purposes, committing an offence for the benefit of a terrorist group and carrying a weapon for a dangerous purpose.

The allegations have not been proven in court.

UPDATE: The RCMP provided the following statement to Rebel News:

The investigation has determined that the individual is believed to have acted alone. The evidence collected to date remains under ongoing analysis.

Mr. Angoud reportedly claimed to know how to make a poison or chemical weapon in order to poison Canadian citizens on behalf of the Islamic State. However, he was not in possession of the substances.

The Integrated National Security Enforcement Team launched the investigation in April 2026 based on intelligence obtained by investigators.
We have deployed the resources necessary to ensure the safety of the public and our police officers.

Rest assured the public is not at risk. All appropriate measures are being taken.

It is important to emphasize that contributing, directly or indirectly, to any activity of a terrorist group is a criminal offence. The RCMP takes seriously any threats that can affect one’s sense of security.
